Pre-heat oven to 375F.

Stir in flour, baking soda, baking powder, and salt.
Shape dough into 1 1/4" balls.
Place about 3 inches apart on an ungresed cookie sheet.
Flatten in crisscross pattern with a fork dipped in sugar.
Bake for 9-10 minutes or until light brown.
Cool 5 minutes on cookie sheet, then transfer to a wire rack to cool completely.
